The GCCA Intra-ACP programme supports members of the African, Caribbean and Pacific Group of States (ACP) to tackle climate change as a challenge to their development. We work towards this goal by offering technical assistance, promoting knowledge sharing, initiating regional dialogue, and facilitating regional partnership on climate change issues.
Several actors collaborate to implement the GCCA Intra-ACP programme. This includes a Technical Assistance to the ACP Secretariat team, who facilitate dialogue, knowledge sharing, and access to technical support; the Climate Support Facility (CSF), which makes funding available for technical assistance; and Regional Partners who, partly supported by the programme, carry out projects and programmes related to climate change. The Technical Assistance team is located at the ACP Secretariat in Brussels, Belgium, and the Regional Partners are located in their respective ACP Regions.
The GCCA Intra-ACP programme is funded under the 10th European Development Fund (EDF) Financial Framework and covers all 79 member countries of the African, Caribbean and Pacific (ACP) Group of States. The Programme supports ACP Member States in adaptation and mitigation responses that align with the five GCCA+ priority areas. The total budget is 40 million Euros, which includes the technical support unit based in Brussels; technical assistance available through the Climate Support Facility, and each of the Regional Partners.
A service contract to support the ACP Secretariat was awarded to a consortium composed of three consultancy firms: LTS International (UK), Le Groupe-conseil baastel (Belgium), and CAMCO Global (UK). The contract is implemented from September 1, 2011 to December 31, 2014 with an 18 month extension to June 30, 2016. The Terms of Reference for the service contract are available in the Key Documents Box.
