ACP Overview on..... DOHA HIGHLIGHTS From November 26th to December 7th 2012, Doha - Qatar hosted the 18th Conference of Parties (COP-18) to the Convention United Nations Framework on Climate Change (UNFCCC) and the 8th Conference of the Parties serving as the Meeting of the Parties to the Kyoto (CMP 8).

The 18th session of the Conference of the Parties (COP18) to the United Nations Framework Convention on Climate Change (UNFCCC) and the 8th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP8) took place from 26 November to 7 December 2012 at the Qatar National Convention Centre in Doha, Qatar. As in previous years, the Secretariat of the African, Caribbean and Pacific (ACP) Group of States organized a major event in the run-up to the COP18 to allow the ACP Member States to prepare for the international climate negotiations in a coordinated way.

Grants for the Climate Summer School "From Climate Reconstructions to Climate Predictions" in Switzerland

The NCCR (National Centre of Competence in Research) Climate, Switzerland's Centre of Excellence in Climate and Climate Impact Research, organizes the 12th International NCCR Climate Summer School 2013 in Grindelwald, Switzerland. The Summer School will focus on the theme "From Climate Reconstructions to Climate Predictions".

Opportunity for Under-Represented Regions and Countries to improve their level of participation in the CDM: UNFCCC Help Desk

The UNFCCC Secretariat has launched the Designated National Authority (DNA) Help Desk, which aims to help DNAs in under-represented regions and countries to improve their level of participation in the Clean Development Mechanism (CDM).

Opportunity to obtain a loan with the UNFCCC CDM Loan Scheme

The UNFCCC CDM Loan Scheme provides interest-free loans to finance (1) the development of a Project Design Document (PDD), (2) the validation of the PDD by the Designated Operational Entity and (3) the monitoring and verification of the first issuance of Certified Emissions Reductions (CERs).

The Intra-ACP Programme

The GCCA Intra-ACP Programme, funded under the 10th European Development Fund (EDF) financial framework, supports the 79 member countries of the African, Caribbean and Pacific (ACP) Group of States in their adaptation and mitigation responses. The programme comprises five geographical components, including a pan-African component to support the ClimDev Africa programme, and four regional components concerning, respectively, Eastern and Southern Africa, Western Africa, the Caribbean and the Pacific. The support component ensures overall programme coordination, assists the ACP Secretariat in issues related to climate change and provides technical assistance to ACP member states.

The Intra-ACP Programme

The Intra-ACP programme is funded under the 10th European Development Fund (EDF) Financial Framework and covers all 79 member countries of the African, Caribbean and Pacific (ACP) Group of States.

The ACP Group includes 48 countries from Sub-Saharan Africa, 16 from the Caribbean and 15 from the Pacific. Many of them are amongst the countries most vulnerable to the effects of climate change: 40 member states belong to the group of Least Developed Countries (LDCs) and 37 member states are classified as a Small Island Developing State (SIDS). In addition, African countries have been affected more than other countries by drought, desertification and floods resulting from changed and unreliable climate patterns. Against this background, it is easily understood that climate change is a major concern in the ACP region. The member countries are more than prepared and willing to take action to adapt to current climate change effects, to build up resilience in view of further changes in the future, and to develop low-emission development strategies, thereby contributing to global mitigation efforts.

Being part of the Global Climate Change Alliance, the Intra-ACP Programme supports its member countries, in particular the LDCs and the SIDS, in their adaptation and mitigation responses. Key areas of intervention are determined by the five priority areas of the GCCA. Another important feature of the programme is that all activities have a clear link to sustainable development, thereby contributing to the achievement of the Millennium Development Goals (MDGs)

The total budget of 40 million Euros is divided over 5 geographical components and 1 support component. The geographical components include a pan-African component to support the ClimDev Africa programme, and 4 regional components in respectively Eastern and Southern AfricaWestern AfricaCaribbean and Pacific. The support component ensures overall programme coordination, assists the ACP Secretariat in issues related to climate change and provides technical assistance to ACP member states under a number of specific modalities. The support component is run from the ACP Secretariat, located in Brussels (Belgium).

The service contract for the "Technical Assistance to the ACP Secretariat component of the GCCA Programme under the 10th EDF Intra-ACP financial framework" (Publication reference: EuropeAid/130467/D/SER/Multi) was awarded in August 2011 to the LTS consortium, composed of three consultancy firms: LTS International (UK), Le Groupe-conseil baastel (Belgium), and CAMCO Global (UK). The Technical Assistance is implemented from the ACP Secretariat in Brussels from the 1st of September, 2011 until the 31st of December, 2014. The contract value is EUR 661 000.
